NATRONA COUNTY DEMOCRATIC PARTY CONVENTION PLATFORM AND RESOLUTIONS

As amended at the Natrona County Convention, April 13, 2024


Natrona County Democrats support the Constitution of the United States of America and the Constitution of the State of Wyoming as the living documents which establish the basic guidelines and integrity of government and public policy.

The Natrona County Democratic Party adopts the following platform to set forth our philosophy of governance, public policy guidelines, and recommendations:

FAIRNESS & EQUALITY

We are committed to equal opportunity and equitable treatment of all people.
We support:

  • Ensuring that all rights of citizenship are extended to all Indigenous Peoples.
  • Legislation against hate crimes.
  • Anti-discrimination laws.
  • Legislation and policy which reduce and eliminate inequality.
  • Ease of access to acquiring government-issued identification.
  • Full inclusivity and equity for all LGBTQ+ individuals, including self-determined gender identity on government issued identification.
  • Efforts to improve the living standards of all Indigenous Peoples, including the enforcement of all existing treaties and their provisions.
GOOD GOVERNMENT PRACTICES

We believe the government works best when its processes are transparent and conducted with the involvement of the public.
We support:

  • The separation of church and state.
  • The creation and enforcement of binding ethics and conduct standards for all elected officials, public employees, government contractors, appointed judges, and court officers.
  • Productive and effective policy to address gun violence while respecting responsible gun ownership.
  • Research to help understand and decrease gun violence.
VOTING & ELECTIONS

We stand for open elections.
We support:

  • All voter suppression efforts.
  • The belief that corporations should not be involved in the election process.
  • The belief that money is not speech.
  • Transparency and accountability in political and campaign finance including PACs (Political Action Committees).
  • Mail-in voting for all elections.
  • Maximum participation in our elections, including for felons who have finished their required sentence.
  • Establishing adequate and easily accessible polling areas per capita.
  • Automatic voting registration upon reaching legal voting age and/or obtaining legal state ID.
  • Required voter registration day, once a year, at all public schools with students of voting age.
    We Oppose:
  • All voter suppression efforts.
HEALTHCARE

We believe that affordable and universal access to quality health care, both physical and mental, from birth to end of life, is a right rather than a privilege.
We support:

  • The belief that all healthcare decisions are between the patient and the healthcare provider.
  • The belief that reproductive care, according to personal choice, is between a patient and their medical professional.
  • Medical marijuana and other alternative, FDA-approved treatments.
  • Medicaid expansion, both to create strong health care services and to increase the available mental health services to combat our mental health crisis.
  • Legislation to maintain the affordability of necessary drugs.
  • Empowerment of the Federal Food and Drug Administration and Centers for Disease Control.
  • Improvement of Veterans Affairs provision of healthcare.
  • Respecting decisions made between patients and licensed medical professionals.
  • The belief that medical professionals need to listen to and respect their patients.
  • The belief that all communities should have available health care services.
EDUCATION

We, along with all Wyoming Democrats, support investing in public education.
We support:

  • Any legislation to restrict the rights of LGBTQ+ students in public schools
  • Strong School Boards, College Boards and Library Boards.
  • The state fully funding public education, from early childhood through the equivalent of 4-year post-secondary schooling.
  • A safe learning environment which strongly enforces anti-bullying policies, provides strong mental health services, and continues to have weapon-free and drug-free school zones.
  • Full funding of Special Education, the Arts, and Physical Education
    Curriculums.
  • Full funding and sanctioning of all school extracurricular activities.
  • Equitable access to technology needed in the public educational process.
  • Education professionals’ ability to determine class/course offerings and degree
    programs offered in post-secondary schools.
  • The right of educators to negotiate collectively and participate in the
    certification process to ensure the maintenance of quality standards in teaching.
  • The teaching of Civics/American Government, as well as clear, accurate, inclusive, and factual American History at all levels of education.


We oppose:

  • All attempts to impose additional curriculum transparency requirements on education professionals.
  • The use of public dollars to fund private education.
  • Any legislation to restrict the rights of LGBTQ+ students in public schools.
ECONOMY, EMPLOYMENT, & TAXES

We believe that to achieve prosperity and equity, our state needs tax reform and economic diversification.
We support:

  • Privatization of government services and Social Security.
  • Raising the state minimum wage to a living wage for all workers, including service employees earning tips.
    o Minimum wage in Wyoming is 7.25 and Tipped Wage is 2.13.
    o How does Wyoming have a 5.15 minimum wage?
    ▪ Under Title 27 of the Wyoming Statutes, the Legislature enacted laws
    that non-exempt employees are entitled to a minimum wage of not
    less than $5.15 per hour (Wyo. Stat. § 27-4-201, n.d.). Title 27 was
    changed in April 2001 and since then Wyoming has not experienced a
    rise in the minimum wage.
  • A yearly COLA (Cost-of-Living Adjustment) for all workers.
  • The formation of unions and collective bargaining, which includes workers’ rights to organize, protest, and collectively bargain for wages and benefits.
  • Equal pay for equal work.
  • Enhanced enforcement and accountability measures to ensure safe working conditions and environments for all workers.
  • Accessible, affordable, and quality childcare.
  • Paid parental leave.
  • A fair and diversified tax structure.
  • The retraining of displaced workers.
  • The inclusion of renewable energy development.
  • Reducing the FICA tax on working class Americans and eliminating income caps.


We Oppose:

  • Privatization of government services and Social Security.
PUBLIC LANDS

We believe that Wyoming offers incredible access to unique public lands and spaces.
We support:

  • The ancestral and contemporary stewardship of Wyoming lands by Indigenous Peoples and pledge to work alongside them to continue that effort.
  • Federal stewardship of federally managed public lands for the benefit of all
    Americans.
  • Identification and preservation of wilderness areas.
  • The ancestral and contemporary stewardship of Wyoming lands by Indigenous Peoples and pledge to work alongside them to continue that effort.
CONSERVATION & ENVIRONMENT

We believe that the conservation of Wyoming’s landscapes, animals, and plant life should be prioritized by local, state, and federal governments.
We support:

  • A long-term storage facility for spent nuclear fuel in the state.
  • Unobstructed public access to public lands.
  • Continual improvement, clean-up, and conservation of all water resources.
  • The reduction of greenhouse gas emissions and other negative environmental impacts.
  • Environmentally responsible development of renewable energy sources.
  • The creation of, and funding for, a statewide recycling program, including the recycling of wind turbines.


We Oppose:

  • Transferring ownership of federally managed lands to state or private interests.
  • A long-term storage facility for spent nuclear fuel in the state.
INTERNATIONAL AFFAIRS

We believe the United States should treat other nations and peoples with dignity and respect.
We believe that diplomacy should be characterized by peace efforts before armed conflict.

We support:

  • Sanctions against countries that seek to occupy and/or attack others without provocation.
  • A foreign policy that reflects and promotes the principles of freedom, human rights, compassion, and the economic stability of citizens of the world, without the use of force.
  • Trade relations that provide for fair treatment of workers.
  • United States membership in NATO (North Atlantic Treaty Organization)
IMMIGRATION

We believe responsible immigration means keeping families together and providing attainable opportunities for citizenship.
We support:

  • Services for refugees in Wyoming.
  • Reasonable border control laws and recognize the need to protect our borders.
  • Comprehensive and effective immigration reform that includes a pathway to citizenship.
  • An increase in the number of immigration judges.
  • The efforts of Deferred Action for Childhood Arrivals (DACA) and Deferred Action for Parents of Americans and Lawful Permanent Residents (DAPA).
  • The right of every person in the United States to an education, regardless of immigration status, country of origin, or religious affiliation (all without the fear of deportation).
  • Eliminating the exploitation of any person including human trafficking.
JUDICIAL

We believe that our justice system should be impartial, relying on qualified judges as a requirement of democracy.
We support:

  • Implementation of Restorative Justice practices as a first resort.
  • Ending racial profiling.
  • Reducing sentences for non-violent offenders.
  • Repealing the death penalty.
  • Treatment of substance abuse and/or alcoholism and providing access to mental healthcare in lieu of incarceration,
  • The implementation of rehabilitation practices in prisons, as well as probation and parole.
  • The decriminalization of personal and medical use of marijuana.
  • Abolishing mandatory minimum prison sentences.
  • Enforcement of legal penalties to employers’ illegal hiring practices regarding undocumented people.
  • The training of law enforcement officers to recognize and appropriately interact with people with mental illness.
  • The training of law enforcement personnel in non-lethal apprehension techniques and devices, as well as the procurement of such devices.
  • Ending civil forfeiture.
RESOLUTIONS

● Be it resolved that we support the recognition of Tribal Identification, addresses that do not conform to US postal standards, and open and accessible polls on reservation land.
● Be it resolved that we support legislation to allow state and county law
enforcement to work with and assist in tribal judicial processes, utilizing interagency cooperation upon request from tribal leaders.
● Be it resolved that we oppose the desperate conditions that undermine and put at risk the health, safety, and welfare of people.
● Be it resolved that we will work to end all systematic and institutional racism that exists.
● Be it resolved that we will support the prosecution of all people who planned and/or participated in the January 6th insurrection.
● Be it resolved that we condemn the Putin Regime and its incursion of Ukraine and other sovereign nations, as well as its continued war crimes.
● Be it resolved that we support truth and accountability in the media.
● Be it resolved that we oppose the banning of books and other media.
● Be it resolved that we support the Centers for Disease Control, its work with the WHO (World Health Organization), and the Government’s ability to issue public health orders and mandates.
● Be it resolved that we support the reestablishment of passenger railcar service in Wyoming.
● Be it resolved that we support the rights of Jewish and Muslim communities to be able to live in a safe environment.
● Be it resolved that we believe that any person who participates in an insurrection can never qualify to run for or serve in government office.
